Supporting Kent and Essex Police migration to new ICCS

Supporting the implementation and testing for Kent and Essex new Integrated Communications Control System (ICCS) within their force control rooms.

The Project

The ICCS project was to replace the communications control system in place in Kent and Essex Force Control Rooms (FCR) which were both approaching end of life. Both Kent Police, together with Kent Fire and Rescue and Essex Police, each required an integrated Communication Control System (ICCS) in preparation for the implementation of the Emergency Service Network (ESN), scheduled to replace the existing Airway system

The Approach

We partnered with consultancy firm Aphari to deliver the specialised testing service needed to successfully transition the forces onto their new platform. We ensured there was a structured approach to testing by:

  • Developing a Programme wide Test Strategy
  • Creating supporting test products including Master Test Plans and schedules
  • Ensuring the teams has access to secure Test Management tooling

Finally, we undertook the test execution to support the successful delivery of the solution by:

  • Assuring the customers third party test deliverables had met the agreed acceptance criteria
  • Undertook Integration Testing, validating that the solution operated as intended with other integrated systems
  • Supported Non-Functional Testing to provide confidence to the customer that the solution would continue to operate during period of service degradation
  • Worked with the end users and supported their own User Acceptance Testing of the solution
  • Undertook dress rehearsal of cur-over exercises to ensure timings were well understood and the FCT would not be materially impacted during live transition

The Outcomes

The service was successfully transition into live operations whilst maintaining the critical 999 and 101 throughout the cutover.

All test collateral was handed over to the customer to enable them to continue to support the testing of new changes in the future and we continue to support the customer when more complex software releases are made available by their supplier.
